Yes, using VoIP or Voice over IP allows you to use pretty much any number from anywhere in the world, even if you don't live there or are not currently in that country. You can get numbers from the UK, US, Ireland, and lots more places.
What you can get in the UK: 01, 02, 03, 07, 08, 09.
It is down to the provider you choose as to which numbers you can use. For example, the provider we use ourselves and for our clients allows us to select from 01, 02, 03, 07, and 08 numbers.
